March 2, 2019 - Laurel Park
#19-038 In the matter of owner, Edward E. Dixon, Jr., subject, of Steward’s Ruling #19-012. Having satisfied his financial obligation to the Maryland Thoroughbred Purse Account as of February 23, 2019, owner, Edward E. Dixon, Jr. is reinstated to good standing with the Maryland Racing Commission and declared eligible to participate in racing.

March 7, 2019 - Laurel Park
#19-039 Owner Sonia Chapman, having failed to pay a fee in the amount of one hundred dollars ($100.00), to the Maryland Thoroughbred Purse Account, is hereby precluded from participating in racing until said fee has been paid.

March 10, 2019 - Laurel Park
#19-043 Trainer, Joseph Taylor is fined one hundred dollars ($100.00) for not having the colors for “Gadwall”, entered to run in the fourth race at Laurel Park on March 8, 2019, after receiving a fine on (02/15/2019) for the same offense.
THIS IS A VIOLATION OF: [COMAR 09.10.01.09]

March 10, 2019 - Laurel Park
#19-044 Trainer, Alexandra Hillegass is fined twenty-five dollars ($25.00) for not having the colors for “Fingerpaint”, entered to run in the fifth race at Laurel Park on March 8, 2019, after receiving a warning on (02/15/2019 ) for the same offense.
THIS IS A VIOLATION OF: [COMAR 09.10.01.09]

March 14, 2019 - Laurel Park
#19-045 Trainer, Donnovan Haughton is fined twenty-five dollars ($25.00) for not having the colors for “Animal Lady”, entered to run in the first race at Laurel Park on March 10, 2019, after receiving a warning on (01/05/2019 ) for the same offense.
THIS IS A VIOLATION OF: [COMAR 09.10.01.09]

March 15, 2019 - Laurel Park
#19-046 Trainer Jennifer Shannon is fined One thousand dollars ($1,000) after appearing before the Stewards to answer charges that she had acted in a way that is not in the best interest of racing.

March 21, 2019 - Laurel Park
#19-047 Trainer, Alexandra Hillegas is fined one hundred dollars ($100.00) for not having the colors for “Lenny”, entered to run in the second race at Laurel Park on March 17, 2019, after receiving a fine on (03/08/2019) for the same offense.
THIS IS A VIOLATION OF: COMAR 09.10.01.09

March 23, 2019 - Laurel Park
#19-048 On March 13, 2019, the Stewards received notice from Truesdail Laboratories, Inc. that blood sample #28303, dated February 22, 2019, contained the drugs dexamethasone at 64+-20pg/ml which is in excess of the accepted threshold level of 5pg/ml established by the MRC. See COMAR 09.10.03.01 The Stewards established that blood sample #28303 was taken from the horse “No Refunds”, owned by Bird Mobberly LLC and trained by John Salzman, Jr., following the running of the second race at Laurel Park on February 22, 2019. The Stewards notified Mr. Salzman that: (1) the presence of dexamethasone at this level in the system of “No Refunds” at the time the horse ran constituted a violation under COMAR 09.10.03.04 Drug Prohibition - Horses; (2) he had the right to have the split sample tested by an independent laboratory prior to the Stewards conducting a hearing in this matter; and (3) he had the right to be represented by counsel at the hearing.

The Stewards held a hearing via phone on March 22, 2019, wherein Mr. Salzman waived his right to legal counsel and a split sample.

Based upon the evidence before them, the Stewards find the following:

  1. “No Refunds” did carry an overage of dexamethasone, in its system when it finished first in the second race at Laurel Park on February 22, 2019, a violation under COMAR 09.10.03.04,C;
  2. John Salzman, Jr., as trainer, was the absolute insurer of, and responsible for, the condition of “No Refunds” at the time the horse ran (Sections D & F);

Based upon the foregoing, the Stewards hereby order that: Trainer John Salzman, Jr., be fined in the amount of Five Hundred dollars ($500.).

A separate hearing was held to address the Multiple Medication Violation Point system.

Trainer John Salzman, Jr. will be assigned one-half (1/2) Multiple Medication Violation Point.

Note: As per COMAR 09.10.04.05, failure to pay a fine within 48 hours from being notified may result in a suspension of license.
BY ORDER OF THE STEWARDS

March 23, 2019 - Laurel Park
#19-049 On March 13, 2019, the Stewards received notice from Truesdail Laboratories, Inc. that blood sample #28304, dated January 6, 2019, contained the drugs ketoprofen at 22+-7.8ng/ml and phenylbutazone at 1.4mg/ml which, in combination, is in excess of the accepted threshold level of 1.0 ketoprofen and 0.3 phenylbutazone established by the MRC for this combination. See COMAR 09.10.03.01. The Stewards established that blood sample #28304 was taken from the horse “Baytown Lindy”, owned by McEntee Racing, Inc. and trained by Paul McEntee, following the running of the second race at Laurel Park on February 22, 2019. The Stewards notified Mr. McEntee that: (1) the presence of ketoprofen and phenylbutazone at this level, in the system of “Baytown Lindy” at the time the horse ran constituted a violation under COMAR 09.10.03.04 Drug Prohibition - Horses; (2) he had the right to have the split sample tested by an independent laboratory prior to the Stewards conducting a hearing in this matter; and (3) he had the right to be represented by counsel at the hearing.

The Stewards held a hearing on March 22, 2019, via telephone wherein Mr. McEntee waived his right to legal counsel and a split sample.

Based upon the evidence before them, the Stewards find the following:

  1. “Baytown Lindy” did carry an overage of ketoprofen and phenylbutazone, in its system when it finished second in the second race at Laurel Park on February 22, 2019, a violation under COMAR 09.10.03.04,C;
  2. Paul McEntee, as trainer, was the absolute insurer of, and responsible for, the condition of “Baytown Lindy” at the time the horse ran (Sections D & F);

Based upon the foregoing, the Stewards hereby order that: Trainer Paul McEntee, be fined in the amount of Five Hundred dollars ($500.).

A separate hearing was held to address the Multiple Medication Violation Point system.

Trainer Paul McEntee will be assigned one-half (1/2) Multiple Medication Violation Point.

#19-051 In the matter of Apprentice jockey Antonio Quiles, having provided all documentation pertinent to his injury of October 5, 2018, Apprentice jockey Quiles is hereby granted one hundred and seventy (170) days of extension to his apprentice certificate, which would have expired on June 13, 2019. This extension will now continue his apprentice allowances starting March 24, 2019 thru November 29, 2019.

#19-052 In the matter of the sixth race at Laurel Park on February 18, 2019;

On March, 2019 trainer Jose Corrales withdrew his appeal with the Maryland Racing Commission on behalf owner, Ejetero LLC. The 6th race from February 18, 2019 is now declared official.

The purse monies affected by the dispute are to be released by the Horsemen's Bookkeeper.

March 30, 2019 - Laurel Park
#19-053 On March 15, 2019, the Stewards received notice from the Truesdail Laboratories, Inc. that urine and blood samples #28367, dated February 28, 2019, contained the drug pramoxine which is not on the approved list of Controlled Therapeutic Substances for the Maryland Racing Commission. The Stewards established that urine sample #28367 was taken from the horse “Rosy’s Rainbow”, owned by Winning Way Racing Stable and trained by Richard Sillaman, following the running of the eighth race at Laurel Park on February 28, 2019. The Stewards notified Mr. Sillaman that: (1) the presence of pramoxine in the system of “Rosy’s Rainbow” at the time the horse ran constituted a violation under COMAR 09.10.03.04 Drug Prohibition - Horses; (2) He had the right to have the split sample tested by an independent laboratory prior to the Stewards conducting a hearing in this matter; and (3) He had the right to be represented by counsel at the hearing.

Mr. Sillaman did not exercise his right to the split sample testing.

The Stewards held a hearing on March 30, 2019. Mr. Sillaman waived his right to legal counsel.

Based upon the evidence before them, the Stewards find the following:

  1. "Rosy’s Rainbow” did carry pramoxine in its system when it finished first in the eighth race at Laurel Park on February 28, 2019, a violation under COMAR 09.10.03.04, Section C;
  2. Richard Sillaman, as trainer, was the absolute insurer of, and responsible for, the condition of “Rosy’s Rainbow” at the time the horse ran (Sections D & F) ;
  3. A horse found to have carried a drug in its body during a race may be disqualified and the purse monies earned by that horse redistributed; and
  4. An individual found to have violated these Regulations may be subject to a fine issued by the Stewards of up to $2,500 and a suspension of any license issued by the Maryland Racing Commission of up to 360 days.

Based upon the mitigating evidence presented at the hearing: Trainer Richard Sillaman will not be sanctioned.

A separate hearing was held concerning the Multiple Medication Violation Point System.
Trainer Richard Sillaman will be assigned one (1) Multiple Medication Violation Point.
