December 13, 2019 - Laurel Park
#19-151 Trainer, Crystal Pickett is fined one hundred dollars ($100.00) for not having the colors for
“Smart Entry”, entered to run in the fifth race at Laurel Park on December 8, 2019, after
receiving a fine on (11/23/2019) for the same offense.

December 13, 2019 - Laurel Park #19-152 Stable employee, Francisco Garcia-Barajas, is fined One Hundred dollars ($100.00) for having an altered MRC badge.
December 15, 2019 - Laurel Park
#19-153 In the matter of Jockey, Feargal Lynch;
On December 15, 2019, Feargal Lynch withdrew his appeal with the Maryland Racing Commission.
Mr. Lynch will serve three (3) Maryland racing days December 20, 21 and 22, 2019.

December 21, 2019 - Laurel Park #19-154 Trainer Carlos Mancilla is fined Two Hundred and Fifty dollars ($250.) for submitting an unwarranted scratch on his horse “Group Text”, entered to run in the third race at Laurel Park on December 20, 2019.
December 29, 2019 - Laurel Park
#19-155 Trainer, Crystal Pickett is fined One hundred dollars ($100.00) for not having the colors for
“Smart Entry”, entered to run in the second race at Laurel Park on December 28, 2019, after
receiving a fine on (21/08/2019) for the same offense.

#19-156 Trainer, Timothy Grams is fined twenty-five dollars ($25.00) for not having the colors for
“Mayan Queen”, entered to run in the first race at Laurel Park on December 26, 2019, after
receiving a warning on (12/01/2019 ) for the same offense.
THIS IS A VIOLATION OF: [COMAR 09.10.01.09]

#19-157 On December 26, 2019, the Stewards received notice from Truesdail Laboratories, Inc. that blood sample #36064, dated November 30, 2019, contained the drugs dexamethasone at 71+-2 pg/ml which is in excess of the accepted threshold level of 5pg/ml established by the MRC. See COMAR09.10.03.01 The Stewards established that blood sample #36064 was taken from the horse “Hill Shadow”, owned by Mrs. Frank P. Wright and trained by Robin Graham , following the running of the third race at Laurel Park on November 30, 2019. The Stewards notified Ms. Graham that: (1) the presence of dexamethasone at this level in the system of “Hill Shadow” at the time the horse ran constituted a violation under
COMAR 09.10.03.04 Drug Prohibition - Horses; (2) she had the right to have the split sample tested by an independent laboratory prior to the Stewards conducting a hearing in this matter; and (3)she had the right to be represented by counsel at the hearing.
The Stewards held a hearing on December 29, 2019, wherein Ms. Graham waived her right to legal counsel and a split sample.
Based upon the evidence before them, the Stewards find the following:
- “Hill Shadow” did carry an overage of dexamethasone, in its system when it finished second in the third race at Laurel Park on November 30, 2019, a violation under
COMAR 09.10.03.04,C; - Robin Graham, as trainer, was the absolute insurer of, and responsible for, the condition of “Hill Shadow” at the time the horse ran (Sections D & F);
Based upon the foregoing, the Stewards hereby order that: Trainer Robin Graham, be fined in the amount of Five Hundred dollars ($500.).
A separate hearing was held to address the Multiple Medication Violation Point system.
Trainer Robin Graham will be assigned one-half (1/2) Multiple Medication Violation Point.

December 26, 2019 - Laurel Park #19-158 The Stewards do hereby rescind the 2019 MRC pony rider license, issued to Jazmine McGuin. This license was issued in error.

#19-159 The below listed licensees have been fined for failure to have the 2018-19 license badges they had been issued by the Maryland Racing Commission.
