State Collection Agency Licensing Board - Financial Regulation
The State Collection Agency Licensing Board (“Board”) is responsible for the licensing and supervision of collection agencies operating in Maryland. The Board is in the Office of Financial Regulation (OFR) and is comprised of 5 members – the Commissioner serves as chairman, and the Governor, with the consent of the Senate, appoints the other four members, consisting of two consumer representatives and two industry representatives, each to a 4-year term.
The Board, with the assistance of OFR staff, receives and processes licensing applications, monitors and disciplines licensees, receives written complaints and mediates disputes, and engages in enforcement activity to correct violations of Maryland law. The Board also engages in public outreach efforts to both consumers and licensees about industry trends and abusive debt collection practices.

MEETING NOTICE
Emergency Public Meeting – The State Collection Agency Licensing Board is scheduling this emergency meeting to discuss matters which have arisen in an enforcement action against Bank of Missouri, Fortiva Financial, LLC and Atlanticus Service Corporation. The time sensitive nature of these matters requires the Boards attention before its next scheduled monthly meeting.
At this emergency meeting, the Board will conduct a vote pursuant to General Provisions Article, Maryland Annotated Code §3-305 to determine whether the Board should meet in a closed session to discuss this enforcement action. If the Board votes to meet in a closed session, the Board will then meet in closed session for the purpose of discussing this enforcement action.
This emergency meeting is in addition to, and not in lieu of, the regularly scheduled Board meeting which will be held on May 14, 2024, at 2:00 PM, notice of which may be found on this website.
The emergency meeting is scheduled for Monday, April 29, 2024 at 9:00am. The meeting may be accessed via Google Meet and will be available by telephone at 1-929-251-5490 PIN: 344 713 682#.

Thereafter the public meetings will take place the second Tuesday of every month, accessed via the Google Meet information given above.
If necessary, the Board will convene in a closed session to seek the advice of counsel or review confidential materials, pursuant to General Provisions Article, Maryland Annotated Code §3-305.
